At around 12:35 on September 24, 2010, the formwork support frame of the Hang Zheng Chu Chu (2007) No. 60 plot project suddenly collapsed while pouring concrete for the first floor of the podium corridor, causing 1 death and 12 injuries to the construction workers in the area at that time. The occurrence of this accident caused significant casualties, and the lesson of blood once again sounded the alarm bell for us. In response to the accident, the main leaders of the city issued important instructions, requiring the identification of the cause, learning from lessons, drawing inferences from one example, eliminating hidden dangers, and ensuring the safety of construction sites. Since the beginning of this year, there have been many safety accidents in the construction industry in our city, and the safety situation is extremely severe. In order to further strengthen the safety production work of the city's construction projects. The following requirements are hereby proposed, please execute them in conjunction with relevant documents.

1、 Administrative departments in charge of construction at all levels and engineering supervision institutions should urge construction and supervision enterprises to take warning, learn from lessons, and further enhance the sense of urgency, crisis, and responsibility of safety production work. Based on local reality, correctly analyze the safety production situation of construction projects, refine various measures, increase work intensity, and solidly carry out special rectification and hidden danger investigation and governance activities to ensure effectiveness.

2、 Immediately carry out a major safety production inspection of construction projects. The construction and supervision enterprises in the whole city shall, according to the requirements of the Notice on Doing Well in the Work Safety of the Construction System during the "Mid-Autumn Festival", "National Day" and "Western China International Fair" (HJGF [2010] No. 418) issued by our commission, and in combination with the "Identification Standards for Hidden Dangers of Work Safety Accidents in the Construction System in Hangzhou (Trial)", ensure the safe operation of tower cranes, prevent falling from heights, prevent collapse of formwork supports, and prevent project managers Focusing on the arrival of safety officers and project directors, a comprehensive self inspection will be conducted on all construction projects in the city. The inspection report will be signed by the responsible person of the enterprise before September 28th, and then submitted to relevant supervisory agencies. All levels of construction administrative departments and quality and safety supervision institutions in the city shall form an inspection team according to their respective management responsibilities to supervise the safety production work of construction projects in progress in the city before September 30th. If any non-compliance is found during the inspection, a comprehensive shutdown and rectification shall be carried out immediately until the conditions for resumption of work are met before construction can proceed. The spot check results shall be reported to the Engineering Department of the Municipal Construction Commission before the end of work on September 30th.

3、 Strengthen the supervision of safety work in accident prone areas, links, and enterprises. We should urge enterprises and project departments to strengthen dynamic management, conduct self inspection and self correction in accordance with JGJ59-99 safety inspection standards and hazard identification standards, and conduct comprehensive and thorough investigation work without leaving any blind spots. We need to identify weak links in on-site management and regulatory oversight of enterprises through investigation, taking into account each individual's actual situation, and promptly refine measures for improvement to ensure the effectiveness of hazard investigation. If it is found during the inspection that self inspection is not carried out as required or there are serious safety hazards at the construction site, and the relevant responsible parties fail to rectify or ignore the discovered safety hazards, the construction administrative management department and supervisory agency shall, in accordance with relevant regulations, order rectification, time limit review, administrative punishment, until the safety production conditions are reviewed, and report to the Provincial Construction Department for temporary suspension of the enterprise safety production license.
