In order to further implement the "Code for Design of Concrete Structures" (GB50010-2010) and strengthen the standardized application of high-strength steel bars in structural design, in accordance with the "Guiding Opinions on Accelerating the Application of High Strength Steel Bars" (Jianbiao [2012] No. 1) issued by the Ministry of Housing and Urban Rural Development, the Ministry of Industry and Information Technology, and the "Notice on Strengthening the Promotion and Application of High Strength Steel Bars" issued by the Provincial Department of Construction (Jianshe [2012] No. 194) In accordance with the spirit of documents such as the "Minutes of the Special Meeting on the Elimination of HPB235 and HRB335 Steel Bars" (Hang Jian Zhuangji [2013] No. 7) issued by the Municipal Construction Commission, the requirements for the promotion and application of high-strength steel bars are hereby clarified as follows:
1、 Each construction, design, construction, supervision, construction drawing review unit, and civil building energy efficiency evaluation institution should organize relevant personnel to carefully study the "Guiding Opinions on Accelerating the Application of High Strength Steel Bars" (Jian Biao [2012] No. 1) issued by the Ministry of Housing and Urban Rural Development, the Ministry of Industry and Information Technology, and the "Notice on Strengthening the Promotion and Application of High Strength Steel Bars" (Jian Fa [2012] No. 194) issued by the Provincial Department of Construction, Seriously study the "Code for Design of Concrete Structures" (GB50010-2010), actively participate in training activities on code standards, and improve the ability of relevant personnel to master and apply high-strength steel bars.
2、 Further implement the GB50010-2010 standard and prioritize the use of high-strength steel bars in strict accordance with relevant standards. The longitudinal load-bearing steel bars in building structures should prioritize the use of 400 MPa or above threaded steel bars, among which the longitudinal load-bearing steel bars in beams and columns should use 400 MPa or above threaded steel bars; The promotion of the use of 400 MPa or higher threaded steel bars for beam and column stirrups.
3、 The construction drawing review unit should consider whether to use high-strength steel bars in accordance with the specifications and relevant regulations as one of the key points of the construction drawing review. Construction drawing design documents that do not meet the requirements of specifications and relevant regulations for the use of restricted or obsolete products shall not pass the construction drawing review.
4、 At the end of 2013, the use of 335 MPa grade threaded steel bars was phased out in construction projects. For engineering projects that have not yet started construction, if HPB235 and HRB335 steel bars are still used in the construction drawing design documents, adjustments will be made according to the requirements of GB50010-2010, and the construction unit will submit them to the original drawing review unit for review according to regulations.
5、 For municipal projects that have not yet started construction, it is clearly prohibited to use HPB235 and HRB335 steel bars. The design unit shall make design adjustments according to standard specifications, and the construction unit shall submit them to the original drawing review unit for review according to regulations; If it involves budget adjustment, it shall be submitted to the original budget approval department for approval.
6、 On the basis of mainly using 400 MPa grade threaded steel bars, priority is given to using 500 MPa grade threaded steel bars for large high-rise buildings and large-span public buildings.
7、 Each civil building energy efficiency evaluation institution should consider the promotion and application of high-strength steel bars as an important content of energy efficiency evaluation, and the energy efficiency evaluation report should evaluate the promotion and application of high-strength steel bars.
8、 To strengthen the quality management of the application of high-strength steel bars, construction, supervision and testing units should strengthen the quality inspection of the steel bars entering the construction site and the steel bar processing process; The engineering quality supervision agency should do a good job in corresponding supervision work.
