On June 17th, the on-site meeting for promoting standardized management of construction in the province and deepening the activity of "setting benchmarks and learning benchmarks" was held at the construction site of the Hangzhou Olympic Sports Center project. Approximately 600 leaders in charge of construction administrative departments, heads of various business departments, heads of quality and safety supervision agencies, and representatives of some construction and supervision enterprises from various cities and counties (cities, districts) throughout the province participated. Deputy Director Fan Jianping of the Provincial Department of Construction attended the meeting and delivered an important speech.

The attendees first observed the safety standardization management work at the construction site on site, exchanged and learned the practices and experiences of building construction safety standardization. Subsequently, the construction unit Hangzhou Olympic Sports Center Construction Headquarters, the construction unit Zhongtian Construction Group Co., Ltd., and the Shaoxing County Construction Industry Management Bureau gave exchange speeches. Qiu Xingu, Deputy Director of the Municipal Construction Commission, delivered an experience exchange speech. He introduced the progress of standardization of construction safety and quality in Hangzhou from three aspects.

One is to focus on the three strengthening measures and strive to achieve standardization of construction safety and quality management. Strengthen the implementation of responsibilities, strengthen standard guarantees, and strengthen benchmark guidance;

The second is to build three major platforms and strive to achieve normalization of construction safety and quality management. Establish a social supervision platform, a funding guarantee platform, and a talent training platform;

The third is to focus on promoting three aspects and strive to achieve standardization of construction safety and quality management. Promote the full process of management, promote the informatization of supervision, and promote the institutionalization of punishment. In response to the shortcomings in the standardization of construction safety and quality in Hangzhou, we are determined to take this meeting as an opportunity to widely promote, work together to promote, cultivate models, establish a number of benchmark projects and model projects, fully play the role of model demonstration, and deepen the standardization of construction safety and quality in Hangzhou from point to area.

The Provincial Department of Construction conveyed the important instructions and instructions of the provincial party committee and government leaders on safety production work, as well as the spirit of the National Construction Safety Production Television and Telephone Conference of the Ministry of Housing and Urban Rural Development, and reported the 2013 provincial construction safety accidents.

Finally, Deputy Director Fan Jianping delivered an important speech. He fully affirmed the timeliness, necessity, and importance of this meeting, and highly praised the effectiveness of construction safety standardization work. At the same time, he proposed three requirements for the current severe safety production situation.

One is to truly focus on practical work and strengthen standards. Continuously increasing investment in safety production, innovating safety supervision methods, increasing the intensity of safety education and training, deepening the "setting benchmarks, learning benchmarks" activity, and truly focusing on practical work to promote the deepening of construction safety and quality standardization work;

The second is to do everything possible to ensure safety. Strengthen the concept of "safe development", improve the safety responsibility system, strengthen the investigation of safety hazards, solidly carry out special actions for major investigation and rectification, strengthen the construction of basic guarantee capacity, strengthen scientific and technological support, strengthen the standardization of the construction market, and ensure the continuous and stable improvement of the safety production situation;

The third is to effectively achieve four "zeros" and four "truths". The four "zeros" refer to zero occurrence of major or above accidents, zero absence of safety responsibilities, zero loopholes in hazard investigation, and zero tolerance for illegal and irregular safety production behaviors,

The four "truths" are that the main responsibility is truly in place, the meeting is implemented effectively, the punishment for accidents is painful, and the safety production situation is really good.
